Stacy Keach plays Marcus Granger, a mad scientist who is getting revenge on the people that cut the federal funding to his weather experiment by using it against them. His two estranged sons (Jason London and Wes Brown) and his ex-assistant (Erin Cahill) are doing everything they can to stop him, but they are accused of being the ones who are causing the deadly weather.
